From the town of Lostine, drive south on Lostine River Road (Forest Service Road 8210). Follow this road for 18 miles to the Two Pan Trailhead.Trail Description
This trail leads to another great lake in the Wallowas. Follow the West Fork of the Lostine River for 6 miles to Minam Lake. Continue following the trail to the south end of the lake and a junction. Take the route west (right), and follow this trail for one mile to Blue Lake.

I rated this trail as only a three for difficulty because I started at Minam Lake. . .from the trailhead I'm sure it's harder, but I came a different way (from the south)
